There is no calendar for '97 and the newsletters are incomplete. This date is unconfirmed, as the event ran from late Sept to early Oct of 1997. An email to a staff member of Octoberfest generated this reply:

In looking at our 1997 Oktoberfest brochure, “Community Jazz Night” was held on Tuesday, September 30th, on the Northside festgrounds. Beginning at 5:00 p.m. the West Salem Adult Jazz band performed, then Al Townsend’s band, and closing act by J. Gilbertson Orchestra. There was no specific mention of Mr. Ferguson himself.
