After Townes Van Zandt died on 1/1/1997 the Austin Music Awards set aside one hour at the Music Awards with a special tribute to him with the artists available in Austin at the time. The Music Awards were held in the Music Hall in Austin on March 12 this appears to be the screen video feed.
