This is a recording of at least two or maybe three radio personal asking Robert questions in Spanish. One of the radio personal interprets the questions into English for Robert.
The date is most likely correct as it is just prior to Robert's series of Soundscape concerts in Buenos Aires. In fact Robert makes a comment that he must first check out Buenos Aires as a solo artist preceding the fall King Crimson Argentina tour.
Some pre-recorded Fripp/ Sylvian and some THRAK rehearsal material is also played.
