Guitars are tuned in fourths except for the interval between the G and B string which is a third. So on the bottom three strings, E, A, and D going up a string to the next higher sting in pitch takes you up a fourth for a I-IV progression. Also since the tonic is a fourth above the fifth going down a string takes you to the V chord. This is all very handy playing I-IV-V progressions like the blues. This song goes from I to IV by going up a string. But instead of going to the V chord I cover the sharp IV with my pinky during the part where the V is usually played. This is known as a blue note or in this case a blue chord.
